Should subsidies be shown inside the proposal price?

No — show subsidies as a separate line, not folded into the headline price. Quote the gross turnkey cost first, then each incentive, then a net effective price. Regulators and finance partners distrust proposals where the subsidy is silently netted off, and lenders need the gross figure to size a loan correctly.
