Who is responsible for liaisoning and net-meter approval?

In most turnkey contracts the EPC contractor handles liaisoning: filing the utility application, coordinating the inspection and installing the bi-directional meter. Confirm this is written into the scope of work so approval delays are not later billed as extras. The consumer still supplies identity, ownership and electricity-bill documents.
